Head of Tender Division

Job Description

• Researching domestic and international markets to identify and select tenders/requests that align with the company’s core activities, policies, interests, and requirements;
• Obtaining information on new and existing construction projects;
• Reviewing reports prepared by specialists within the department regarding projects, clients, and contractors, and presenting them to management;
• Communicating information regarding potential project participation to the relevant manager and acting in accordance with the manager’s instructions;
• Organizing coordination activities with other departments in relation to tenders/requests;
• Overseeing the collection and standardization of tender/request documents in compliance with the legislation and procurement laws of the Republic of Azerbaijan, as well as international norms and standards;
• Analyzing and coordinating tender documents and requirements together with relevant specialists and ensuring proper oversight;
• Obtaining and analyzing competitive quotations from contractors, as well as organizing and managing meetings;
• Establishing business relationships with contractors and clients, and monitoring their activities and compliance;
• Providing management with recommendations regarding tenders;
• Overseeing the updating of the tender/request database;
• Overseeing the submission of letters of intent regarding participation in tenders/requests;
• Providing support to clients regarding potential and planned projects;
• Ensuring full compliance with applicable local and international standards within the company;
• Ensuring the efficient use of company-owned or directly supplied energy resources and reporting any circumstances that may result in additional energy losses;
• Performing other similar duties assigned by management.

Qualifications 

• Education: Higher education in Engineering;
• Work Experience: At least 10 years of experience in the civil construction sector, construction engineering, cost estimation engineering, or a similar position;
• Language Skills: Azerbaijani – fluent; English – good; Russian – desirable;
• Computer Skills: MS Office, AutoCAD.
