Job Description
- Oversee the management of all administrative processes throughout the employee lifecycle, from hiring to termination of employment, including recruitment and onboarding, transfers between project sites, promotions, status changes, and termination of employment.
- Manage the preparation, registration, formalization, and implementation tracking of employment contracts, amendments, extensions, and standard personnel documentation.
- Monitor employment contract expiration dates and ensure timely administrative actions are taken in accordance with management approvals.
- Oversee working time and attendance processes, including the collection and verification of attendance, working hours, overtime, and absence data from the head office and construction project sites.
- Manage employees’ sick leave records, paid/unpaid leave, and unused leave balances; identify and resolve discrepancies.
- Administer employee social benefits and benefits programs, including medical insurance and statutory entitlements.
- Act as the functional owner of the HRIS and employee master data, ensuring data confidentiality and appropriate access rights management.
- Prepare regular HR operations, headcount, organizational structure, and analytical reports to support management decision-making.
- Ensure the consistent and standardized implementation of HR operational policies, templates, and procedures across the head office and project sites.
- Monitor compliance with local labor legislation and company policies, and prepare the required documentation for labor inspections and internal or external audits.
- Oversee the formal administrative documentation and implementation of disciplinary actions, internal investigations, and employment-related decisions.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Law, Psychology, or a related field.
- Professional HR certification such as SHRM-SCP, SPHRi, or CIPD Level 5+ is preferred.
- Minimum 8 years of experience in HR management, including at least 2 years in a supervisory or managerial role in HR operations.
- Experience managing a workforce comprising both office employees and project-site/blue-collar employees in the construction, civil engineering, or heavy industry sectors.
- Strong practical knowledge of the labor legislation of the Republic of Azerbaijan, statutory employment requirements, and compliance of employment-related documentation with applicable legislation.
- Advanced data processing and analytical skills, strong proficiency in Excel and HRIS platforms such as 1C and SAP, with a high level of attention to detail.
- Practical experience with attendance systems, verification of working-time records, and reconciliation of complex leave and payroll data.
- Azerbaijani – fluent, both written and spoken.
- English – upper-intermediate level, both written and spoken.
