Road Engineer

Ensure the General Contractor fulfills its contractual obligations, work scopes, schedules, and quality requirements under the contract concluded with the Employer, and promptly inform management of any changes, additional works, risks, or non-conformities that may affect contract execution;
Coordinate the activities of various contractors operating at the construction site, ensuring alignment of work areas, schedules, and execution sequences, as well as the timely identification and resolution of potential interfaces and conflicts between different types of works;
Participate in the technical review of work schedules submitted by contractors and assess their compliance with the master schedule agreed with the Employer; support the coordination of technical sequencing and interfaces between contractors’ works, identify conflicts and inconsistencies that may affect progress, and inform relevant parties accordingly;
Ensure the phased execution and handover of construction works in accordance with approved design documentation, technical specifications, the construction contract, and applicable standards and regulations of the Republic of Azerbaijan;
In accordance with the Company’s procedures, monitor the timely and accurate submission by contractors of quality and execution documentation, including records of concealed works, interim acceptance certificates, work logs, material certificates, test results, and measurement records; review and approve such documentation in accordance with established procedures;
Monitor the compliance of materials used and works performed with approved designs, technical specifications, and regulatory requirements; ensure that contractors and subcontractors take appropriate corrective actions to address identified non-conformities and verify the results;
Ensure the inspection and measurement of actual work quantities, quality, and condition of completed works, as well as the preparation and formalization of relevant execution and acceptance documentation;
Ensure the preparation of information and reports to be submitted to the Employer regarding project progress, work schedules, completed work quantities, quality, and other contractual matters;
Coordinate technical and organizational matters with the Employer, designer, contractors and subcontractors, laboratory, surveying, and other relevant parties; monitor the implementation of agreed decisions and assigned actions;
Coordinate with relevant parties on design solutions, technical issues, design changes, additional works, and non-conformities identified during construction, ensuring that such matters are properly documented and approved in accordance with established procedures;
Monitor the fulfillment by contractors and subcontractors of work scopes, schedules, quality requirements, documentation requirements, and technical specifications;
Identify technical, organizational, schedule, and contractual risks that may affect construction progress in a timely manner, take measures to mitigate them, and inform management accordingly;
Monitor contractors’ and subcontractors’ compliance with occupational health and safety, technical and fire safety, road traffic safety, and environmental protection requirements, and ensure that identified risks and violations are addressed;
Review work quantities submitted based on topographic measurements and calculations by comparing them with the design, actual execution status, and other technical documentation, and verify the justification and accuracy of such quantities;
Review work quantities and IPCs (Form 2) submitted by contractors, assess their technical compliance with design documentation, approved work quantities, actual completed works, and topographic measurement results, identify any overstatements or deficiencies, and require the necessary corrections;
Require the timely and complete submission of measurement records, calculations, and supporting documentation required for the preparation of work quantities and IPCs submitted by contractors, and participate in their review;
Investigate the causes of delays and deterioration in the quality of completed works and take preventive measures;
Maintain records of completed works and provide information required for the preparation of relevant reports;
Perform other similar duties assigned by management.

Education: Bachelor’s degree in Transport Construction Engineering;
Work experience: At least 5 years of relevant experience in the construction and reconstruction of roads;
Language skills: Azerbaijani – fluent; English – good; Russian – preferred;
Computer skills: MS Office, AutoCAD;
Ability to read and analyze design documentation, working drawings, technical specifications, and construction documentation;
Knowledge of key technical processes related to road construction, bridges, artificial engineering structures, and other road infrastructure facilities;
Knowledge of the legislation, standards, regulations, AzDTN, and other regulatory and technical documents applicable to road construction in the Republic of Azerbaijan.
